Toeslagen: Dutch Allowances for Expats

What Are Toeslagen?
Toeslagen (allowances/benefits) are Dutch government payments designed to help residents with the costs of healthcare, housing, and childcare. They are administered by the Belastingdienst/Toeslagen — a separate division of the Dutch tax authority.
Unlike heffingskortingen (which reduce your tax), toeslagen are direct monthly payments to your bank account. Many expats are eligible but never apply because they do not know the system exists.

Zorgtoeslag (Healthcare Allowance)
The zorgtoeslag is the most commonly claimed toeslag by expats. It helps cover the cost of Dutch basic health insurance (basisverzekering):

The zorgtoeslag gradually decreases as income rises. At the maximum income threshold, the allowance is €0. With Dutch health insurance costing €140–€180/month, the zorgtoeslag can cover a significant portion.
Huurtoeslag (Rental Allowance)
The huurtoeslag helps renters with their housing costs. This is especially relevant for expats renting in the private sector:
Eligibility requirements
- You are 18 or older
- Your monthly rent (kale huur) is between ~€200 and €879.66 (2026 maximum, the liberalisatiegrens)
- Your income is below the threshold (varies by age and household)
- Your savings (Box 3 assets) are below ~€36,000 (single) or ~€72,000 (partners)
How much can you receive?
The huurtoeslag amount depends on your income, rent, and household composition. A single person earning €25,000 paying €700/month in rent could receive approximately €200–€300/month in huurtoeslag.
Kinderopvangtoeslag (Childcare Allowance)
If you use registered childcare (kinderopvang) while working, you may be eligible for substantial reimbursement:
- Covers: Day care (dagopvang), after-school care (buitenschoolse opvang), and registered childminders (gastouderopvang)
- Reimbursement rate: Up to 96% of childcare costs for the first child (income-dependent)
- Maximum hourly rate: The government caps the reimbursable hourly rate (~€9.65 for daycare in 2026)
- Both parents must work (or study, or be in an integration program)
Dutch childcare is expensive (€1,500–€2,200/month for full-time daycare). With kinderopvangtoeslag, the net cost can drop to €200–€600/month for lower and middle incomes.
Kindgebonden Budget
The kindgebonden budget is an additional income-dependent benefit for families with children:
- Per child: ~€1,200–€1,700/year for the first child, increasing for additional children
- Extra for single parents: Additional supplement of up to ~€3,600
- Income threshold: Gradually decreases as combined household income increases
- Automatic: If you are already receiving kinderbijslag (universal child benefit from the SVB), you may receive the kindgebonden budget automatically
Unlike kinderbijslag (which is universal and not income-tested), the kindgebonden budget is income-tested and managed by the Belastingdienst/Toeslagen.
30% Ruling & Toeslagen
The 30% ruling can actually help you qualify for toeslagen because they use your verzamelinkomen (aggregate income), which is lower with the ruling:

How to Apply
Applying for toeslagen is straightforward:
- Go to toeslagen.nl — Log in with your DigiD
- Use the "proefberekening" (trial calculation) — Enter your estimated income to see if you qualify
- Submit your application — Provide your bank account (Dutch IBAN), income estimate, and household details
- Monthly payments begin — Typically within 4–8 weeks of approval
- Year-end settlement — After the tax year ends, the Belastingdienst compares your estimated income to actual income and adjusts accordingly

Common Traps & Repayments
Many expats run into problems with toeslagen. Here are the most common traps:
- Not reporting income changes — If you get a raise, bonus, or start a new job, you must update your estimated income at toeslagen.nl immediately. Failure to do so leads to large repayment demands.
- Toeslagpartner vs. fiscal partner — The definition of "toeslagpartner" is slightly different from "fiscal partner." If you live with someone, even without marriage, they may count as your toeslagpartner, reducing your allowance.
- Box 3 asset limits — Some toeslagen (especially huurtoeslag) have a savings threshold. If your savings exceed ~€36,000 (single) on January 1, you lose eligibility for that year.
- Late application — You can apply during the current year but not for previous years. Apply as soon as you qualify.
- Changing housing situation — Moving to a more expensive rental may push you above the huurtoeslag rent cap. Report your move immediately.
Frequently Asked Questions
Can expats receive toeslagen?
Yes. If you are a registered resident of the Netherlands and meet the income and personal requirements, you are eligible for toeslagen regardless of nationality. You need a BSN, a Dutch bank account, and a DigiD to apply.
Are toeslagen taxable?
No. Toeslagen are not considered income and do not appear on your tax return. They are non-taxable government allowances. However, your income level (which is on your tax return) determines your eligibility.
What happens if my income changes during the year?
